The European Commission has published a report assessing invoicing rules in the EU. The report evaluated the invoicing rules of Directive 2010/45/EU3 (the Second Invoicing Directive or SID).
This assessment of the current e-invoicing rules across the EU is largely positive. However, the report highlights some areas for improvement of tax control activities and SMEs promotion. It also found a lack of clarity over the use of Business Controls and Audit Trails.
The Commission will also open a reflection on the e-reporting requirements regarding the impact on the internal market caused by the different rules applicable in Member States.
